About this opportunity
The United States Naval Academy, under the Department of the Navy Naval Supply Systems Command, is soliciting quotations for a 400 MHz NMR spectrometer system through Request for Quotation number N0018926Q0038. This simplified acquisition for commercial items will be awarded on a firm-fixed-price basis and must comply with Windows 11 Enterprise, originate from Trade Agreements Act-designated countries, and not be refurbished equipment. The primary requirement is a 400 MHz NMR spectrometer system with broadband probe capability, autotuning/autolocking/autoshimming functions, variable temperature abilities ranging from -80°C to approximately 100°C, and a 24+ sample autosampler, along with two identical broadband probes and a new uninterruptible power supply. The solicitation also includes optional annual service and support contracts for four option years beyond the base year. Quotations must be submitted electronically to Megan Evans (megan.m.evans18.civ@us.navy.mil) no later than February 12, 2026, at 10:00 AM EST, with questions regarding solicitation requirements due by February 6, 2026, at 11:00 AM EST. The required delivery date is June 1, 2026.
This procurement is full and open competition with no set-aside designations. The previous vendor, Q One America's Inc., was awarded a purchase order (N0018925P0236) on April 30, 2025, but it was cancelled on July 11, 2025, due to cybersecurity and network compatibility issues with the SpinStudioJ NMR control software manufactured in China and the United States Naval Academy Information Technology Department of Defense Networks. The solicitation does not specify a budget range or total award value. The primary procurement consists of one NMR spectrometer system (CLIN 0001), with additional line items covering base year annual service with preventative maintenance and support, shipping, and four optional years of annual service. The place of performance is the Naval Academy at 572 M Holloway Road, Annapolis, Maryland 21402, with deliverables also destined for that same location.
