About this opportunity
NOAA Western Acquisition Division intends to award a firm-fixed price purchase order on a sole source basis to Spectra Logic Corporation for annual maintenance support renewal of Spectra Logic SpectraGuard Next Business Day On Site Support for Spectra T120 tape libraries, with a response deadline of June 3, 2026. This is not a competitive procurement; the notice advises industry of the intended award under FAR 12.102(a) and 41 U.S.C. 1901.
Performance occurs at two locations: La Jolla Lab and Santa Cruz Lab of the Southwest Fisheries Science Center. The requirement covers two Spectra T120 Superfrog Tape Libraries (model T120, 4 LTO-7, 120 Slots) for a one-year service period from award date. The tape libraries serve as the primary backup devices protecting over 400 terabytes of centrally served data assets and are critical to the Center's disaster protection and recovery (COOP) plan and the NOAA4930 Information Technology Contingency Plan.
Sole source justification rests on compatibility to existing systems and equipment. Spectra Logic Corporation is the original equipment manufacturer and is uniquely qualified to provide required technical support and next business day hardware replacement services. The proprietary nature of the T120 system makes replacement by another vendor infeasible without substantial cost duplication and operational continuity risks. Market research confirms pricing is favorable compared to prior awards to Spectra Logic across fiscal years 2019–2025.
Spectra Logic Corporation is located at 6285 Lookout Road, Boulder, Colorado. Points of contact are Grace LaPierre (Contract Specialist) and Charles Kendall (Contracting Officer) at NOAA Western Acquisition Division, Seattle.

(4) Description:
(i) The requirement is for Annual Maintenance Support Contract Renewal, Spectra Logic SpectraGuard Next Business Day On Site Support for the Spectra T120 (LTO-7) tape libraries, a proprietary hardware that currently serves to maintain a reliable enterprise system backup production environment and the continuity of operations (COOP) for the scientific mission at the Southwest Fisheries Science Center. This system ensures data protection from loss due to inadvertent user actions, hardware and software failure, and general disaster or emergency situations with offsite backup storage. The Spectra Logic T120 tape libraries are the primary device for creating secondary copies of the tape based system and data backups for offsite storage as part of the Center’s disaster protection and recovery (COOP) plan. The requirement is for maintenance on this existing system, not an equivalent replacement system;
