About this file

This is a Statement of Need for federal contract opportunity 143051-26-0054 issued by NOAA for annual hardware support maintenance renewal of Spectra Logic T120 Tape Libraries at two locations: La Jolla Lab and Santa Cruz Lab.

The requirement covers SpectraGuard Next Business Day On-site Support maintenance for two Spectra T120 Superfrog Tape Libraries (model T120, 4 LTO-7, 120 Slots) for a one-year service period. The contract must be awarded to and performed by the original equipment manufacturer, Spectra Logic Corp. These tape libraries serve as the primary backup devices protecting over 400 terabytes of centrally served data assets at both SWFSC (Southwest Fisheries Science Center) lab sites and are critical to maintaining the NOAA4930 Information Technology Contingency Plan and the Center's disaster protection and recovery (COOP) plan. The maintenance is essential to ensure continuous system and data integrity for mission-critical IT systems and must provide next business day on-site response. The award term extends through one year from the date of award.

STATEMENT OF NEED

143051-26-0054

PURPOSE: Annual Hardware Support Maintenance Renewal for the La Jolla Lab and Santa Cruz Lab Spectra Logic T120 Tape Libraries for the service period of one year.

SCOPE OR MISSION: The continuity of operations and high availability of the enterprise backup system for both the NOAA4930 - SWFSC La Jolla and Santa Cruz Lab LAN systems is required by NOAA4930 Information Technology Contingency Plan. The Spectra Logic T120 tape libraries are the primary tape backup device for protecting all centrally served data assets at both SWFSC Lab sites. This system ensures data protection from loss due to inadvertent user actions, hardware and software failure, and general disaster or emergency situations with offsite backup storage. The Spectra Logic T120 tape libraries are the primary device for creating secondary copies of the tape based system and data backups for offsite storage as part of the Center’s disaster protection and recovery (COOP) plan. The continuity of maintenance and support of the Spectra Logic T120 tape library by the OEM manufacturer is a critical component to maintaining the SWFSC’s disaster protection and recovery readiness.

BACKGROUND: The Spectra Logic T120 tape library provided enterprise data backup services to tape for both on-site and off-site system/data backup for the SWFSC La Jolla and Santa Cruz Lab LAN (NOAA4930 FISMA System) production server environments (over 400 Tb of data). The Spectra Logic T120 tape libraries are needed to be kept on active maintenance coverage with the OME vender, Spectra Logic Corp., in order to provide continuous system, data integrity, and the protection of mission critical IT systems at the SWFSC La Jolla and Santa Cruz laboratories.
