About this opportunity
The U.S. Army Engineer Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL) is seeking to procure a specialized pump for hydrothermal gasification experiments. Specifically, the requirement is for one Teledyne Labs Model 500xv Pump Module designed for high viscosity materials, along with a basic controller. The pump must meet stringent technical specifications including the ability to handle slurries and viscous liquids, operate at pressures up to 5,000 psi, provide precisely controlled volumetric feed rates, and feature corrosion-resistant wet surfaces that are compatible with existing CERL laboratory equipment, particularly a Parr Instrument reactor. The solicitation will be evaluated using FAR Part 12 and 13 procedures, with technical acceptability and price serving as the primary evaluation factors. All offers are due no later than 11:59 AM on July 8, 2025, and must be submitted electronically to CERL-CT-QUOTES@usace.army.mil, as telephone responses will not be accepted.
This procurement is set aside exclusively for small businesses under the Total Small Business designation. The solicitation represents a sole-source acquisition justified by market research conducted between August and September 2024, which determined that the Teledyne Syrixus 500xv pump is the only equipment meeting all required specifications. While the exact contract value is redacted in the documentation, the procurement falls under simplified acquisition threshold procedures and will be awarded as a firm-fixed price contract funded through OSD RDT&E funds. The contract requires delivery of the single pump unit within 30 days after contract award. Performance will take place at the PR W2R2 Construction Engineering Laboratory facility in Champaign, Illinois, where the equipment will be integrated into ongoing hydrothermal gasification research experiments.
