About this opportunity

The Department of the Air Force Special Operations Command, through the 1st Special Ops Contracting Squadron, is consolidating three separate contract requirements into a single mission enhancement support services contract for the Special Tactics Training Squadron. The notice indicates this is a pre-solicitation announcement only, with no solicitation for offers being accepted at this time, and serves to notify the public of the consolidation determination in accordance with FAR 7.107-5(c). The consolidated requirement falls under NAICS code 561990 (All Other Support Services) and PSC code S299 (Housekeeping-Other), suggesting the services involve general support operations. The government has determined that consolidating these three requirements is necessary and justified, with benefits substantially exceeding those of an alternate approach, as detailed in the attached redacted Consolidation Determination document. The pre-solicitation notice was posted on February 19, 2026, with a due date of February 26, 2026, providing interested parties with one week to review the consolidation rationale before the formal solicitation is expected to be released.

This procurement is designated as a Total Small Business set-aside, restricting competition to small business entities as defined by the Small Business Administration. The pre-solicitation notice does not identify any incumbent contractors or current service providers, nor does it disclose the estimated contract value or budget range for the consolidated requirement. No specific numerical details regarding quantities, service duration, or performance timelines are provided in this notice, as those details will likely be included in the formal solicitation document when it is released. The purpose of this pre-solicitation announcement is solely to provide transparency regarding the government's consolidation decision and to allow potential offerors to prepare for the upcoming formal solicitation. Interested small businesses should review the Consolidation Determination and monitor for the release of the formal Request for Proposal, which is anticipated to follow this pre-solicitation notice.
