About this opportunity

The Defense Logistics Agency Troop Support Construction and Equipment published this Justification and Approval on February 17, 2026, authorizing an increase in maximum dollar value for four incumbent Special Operational Equipment (SOE) Tailored Logistics Support (TLS) Program contracts from $33 billion to $60 billion, representing a $27 billion increase in ordering capacity. The program provides commercially available special operational equipment items including survival gear, tactical equipment, personal protection equipment, diving equipment, communication devices, and related support services to warfighters globally. The justification for this non-competitive modification cites unanticipated demand growth driven by the Ukraine conflict, increased utilization of Unmanned Aerial Systems and Counter-UAS equipment, expansion of the DLA customer base, higher equipment costs from cutting-edge technology integration, and inflation rates ranging from 2.7 percent to 4.7 percent between 2021 and 2025. The four awarded incumbent contracts (SPE8EJ-21-D-0020, SPE8EJ-21-D-0022, SPE8EJ-21-D-0023, and SPE8EJ-21-D-0025) are held by six small business contractors: Atlantic Diving Supply Inc., Noble Supply and Logistics, SupplyCore Inc., W.S. Darley & Co., Federal Resources Supply Company, and Tactical & Survival Specialties Inc., which were competitively awarded on January 5, 2021, with a ten-year maximum term consisting of a two-year base period and four two-year option periods. The increased ceiling provides only additional ordering capacity without obligating award to any specific contractor, with delivery orders continuing to be competitively awarded among all contract holders on a bona fide basis.
