About this opportunity
The Naval Sea Systems Command's Southwest Regional Maintenance Center has issued a special notice announcing its intent to award a sole source purchase order to Fairbanks Morse, LLC for PC 2.5 Engine Overhaul Training. This training is considered mission-critical for SWRMC Code 931's capability to support U.S. Navy operations by servicing and troubleshooting engines on all LSD and LPD class ships. The procurement will be processed under FAR parts 12 and 13, with a NAICS code of 611699 (All Other Miscellaneous Schools and Instructions) and a small business size standard of $16.5 million in annual revenue. Fairbanks Morse, LLC is identified as the Original Equipment Manufacturer (OEM) for these engines and the only authorized provider for the specialized training required.
The sole source justification is based on Fairbanks Morse's unique position as the OEM and their confirmation that they have no authorized sources for engine overhaul training. While this notice is not a formal solicitation, the government is seeking responses from potential vendors to determine if competitive procurement would be in the government's best interest. Interested parties must provide comprehensive documentation demonstrating their capability to provide equivalent products or services, including company details, contact information, CAGE code, and business size classification. All responses must be submitted via email to designated Navy contacts no later than 11:00 AM PST on August 12, 2025. The government will review all submissions solely to assess whether alternative sources exist that could support a competitive procurement process for this specialized engine overhaul training requirement.
