About this opportunity
The U.S. Fish and Wildlife Service, an agency within the Department of the Interior, has published a Notice of Intent to award a sole source contract to Leica Microsystems, Inc. for the procurement of a Histocore Chromax ST instrument. This special notice, posted on January 14, 2026, indicates the government's intent to bypass competitive procurement procedures and award directly to the identified vendor. The sole source justification is based on authorities established under FAR subpart 13.106-1(b)(1)(i) and (ii), which permits non-competitive awards for purchases below the Simplified Acquisition Threshold when circumstances demonstrate that only one source is reasonably available. The acquisition falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC 6640 (Laboratory Equipment and Supplies).
The objective of this acquisition is to procure an automated histopathology slide staining instrument for the Dexter Fish Health Unit to support annual fish health inspections, disease diagnostics, and certification services mandated by USFWS Policy 713 FW 2 across 10 National Hatcheries and partner State and Tribal facilities. According to the supporting Single Source Justification document, Leica is the exclusive manufacturer of the Histocore Chromax ST, and alternative systems lack the required dimensions, capacity, and multi-station programmable functionality necessary for the unit's high-volume, time-sensitive operations. While this notice is not a request for competitive quotes, interested parties may submit a written statement of capabilities by the January 20, 2026 deadline if they can provide clear and convincing evidence that competitive procurement would be advantageous to the government. Any costs associated with preparing and submitting a statement of capabilities are the sole responsibility of the responding party.
