About this opportunity

The U.S. Fish and Wildlife Service, Joint Administrative Operations, has issued a Special Notice of Intent to Award a Sole Source Contract to NatureServe, located in Arlington, Virginia. This notice, posted on August 14, 2025, with responses due by August 25, 2025, announces the agency's intention to award a firm fixed price sole source contract with a base period plus one option year under FAR Part 13.106-1(b). The contract value will not exceed the simplified acquisition threshold of $250,000 and falls under NAICS code 541512 for Computer Systems Design Services. The notice emphasizes that this is not a request for competitive quotes but rather notification of a planned sole source award. The agency has determined that NatureServe is uniquely qualified due to their proprietary expertise and historical involvement with the required system.

The primary objective of this sole source contract is to maintain and update the Threatened and Endangered (T&E) Species Tool, an online platform developed by NatureServe in 2022 in collaboration with the USFWS's National Wildlife Refuge System. This tool analyzes and visualizes overlaps between potential species occurrences and National Wildlife Refuges using state data on threatened and endangered species. While this synopsis does not constitute a formal solicitation, interested parties who believe they can meet the requirements may submit a written statement of capabilities by August 25, 2025. Any such statement must contain clear and convincing evidence that competition would be advantageous to the government. The agency justifies the sole source approach based on NatureServe's proprietary data access and extensive historical expertise, asserting that other vendors lack adequate preparation to fulfill the technical and operational requirements. All costs associated with preparing and submitting capability statements are the sole responsibility of respondents and will not be reimbursed.
