About this opportunity
The South Dakota Air National Guard has published a Special Notice of Intent to Award a Sole Source Contract for virtual mental health crisis services. The Department of the Army National Guard issued this notice on August 21, 2025, announcing their intention to award a firm fixed-price contract to Avel eCare of Sioux Falls, South Dakota. The contract falls under NAICS code 621999 (All Other Miscellaneous Ambulatory Health Care Services) and PSC code Q519 (Behavioral and Mental Health). The award is being pursued under FAR subpart 13.106-1(b)(1)(i) authority for sole source acquisitions not exceeding the Simplified Acquisition Threshold. This is specifically a notice of intent and not a request for competitive quotes from other contractors.
The primary objective of this sole source award is to maintain continuity with the current vendor for an ongoing pilot program providing 24/7 virtual crisis mental health services to South Dakota Air National Guard Airmen. The South Dakota Air National Guard conducted market research and posted sources sought notices on SAM.gov but received no positive responses from alternative vendors capable of meeting the specialized licensing and continuous care requirements. Avel eCare is uniquely positioned as the current contract holder with the necessary licensed mental health professionals and established telemedicine infrastructure to provide round-the-clock crisis intervention services. The contract represents a follow-on to a previously awarded contract (W509624PA019) and ensures uninterrupted access to critical mental health support services. No competitive bidding process is available for this opportunity, as it is restricted to the sole source vendor based on the agency's determination that only one source is reasonably available to meet the urgent and specialized requirements.
