About this opportunity

The U.S. Fish and Wildlife Service, Division of Refuge Law Enforcement in Bloomington, Minnesota issued a Notice of Intent to Award a Sole Source Contract on August 17, 2026, with a statement-of-capabilities submission deadline of August 21, 2026. The award is restricted to the Illinois Department of Innovation & Technology; no competitive procurement will occur. The contract, not exceeding the simplified acquisition threshold of $250,000, covers 24-hour radio dispatch and voice message handling services for Federal Wildlife Officers patrolling Illinois refuges. The service enables local and state law enforcement agencies to track patrol operations, respond quickly to emergencies, and coordinate dispatch of USFWS officers to incidents on or near wildlife refuges. Scope includes dispatching calls for service, coordination of emergency and non-emergency incidents, and voice communications to maintain real-time status of officers during patrols and incident response, seven days per week. The Illinois State Police Commission restricts statewide radio communication services to ISP/DOIT, establishing sole-source justification based on the uniqueness of the service and the contractor's demonstrated performance history. Period of performance runs September 1, 2026 through August 31, 2027. NAICS code 517112 applies. Any interested party may submit a written statement of capabilities with clear and convincing evidence that competition would benefit the Government, though the acquisition remains sole-source unless the contracting officer determines otherwise.
