About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service requires 24-hour radio dispatch services for Federal Wildlife Officers patrolling throughout Illinois. The service need stems from officer safety purposes, as current dispatch services are provided by the Illinois State Police (ISP) through the Department of Innovation and Technology (DoIT). The justification identifies the Illinois State Police and Department of Innovation and Technology as the only capable sources, as they are the sole agencies permitted by the Illinois State Police Commission to provide statewide radio communication services. No market research was conducted due to the uniqueness of the dispatch services provided by these entities, and no other capable sources have been identified or researched. The form confirms that no barriers to competition exist other than the inherent uniqueness of the services. The contractor qualifications section establishes that the ISP/DoIT dispatching service is the only vendor capable of providing real-time emergency dispatch services, with demonstrated performance history meeting all contract requirements and the ability to deliver 24-hour, 7-day-per-week law enforcement communications and emergency response. Fair and reasonable cost was determined through research of other statewide dispatch services within the Midwest and historical price data from previous acquisitions. The Program/Project Officer (Francis Polyak) recommended sole source procedures on July 10, 2026, and the Contracting Officer (Melissa Niemi) approved the justification on July 29, 2026.

Text3: Given the uniqueness of the dispatch services provides by the ILSP and DoIT, no other capable sources have been researched or identified.

The ILSP and DoIT are the only agencies permitted to provide statewide radio communication services by the Illinois State Police Commission.

Text2: Market Research was not conducted. Given the uniqueness of the dispatch services provides by the ILSP and DoIT, no other capable sources have been researched or identified.

Text1: For officer safety purposes, the U.S. Fish and Wildlife Service (USFWS) needs 24-hour radio dispatch services for its Federal Wildlife Officers who patrol throughout the state of Illinois. Currently our officers use dispatch services provided by the Illinois State Police (ILSP) through the Department of Innovation and Technology (DoIT).(Describe the requirement and any special circumstances pertaining to this acquisition.)

Although local Sheriff’s Offices provide county dispatching to Federal Wildlife Officers, these services are not often 7 days per week and 24 hours per day. Local dispatching services also are county-only, whereas Federal Wildlife Officers require multi-county voice dispatching during each shift. The DoIT and ILSP dispatching service is the only service identified that is capable of providing real-time service in the events of emergencies in the field.

Dispatchers with the DoIT work directly with the IL State Police command system and have direct communication with Emergency Services, Sheriff’s Offices, and multiple local, county, state, and federal law enforcement agencies. Utilizing this state dispatch system provides immediate real-time information for officers working in the field. They provide vehicle registration information, driver’s license information, criminal history checks, active arrest warrant information, and alert officers when dealing with suspect’s who have criminal histories or violent tendencies.

This system is used by multiple Federal Wildlife Officers who can also directly communicate with each other while in the field, from multiple geographic locations that are often hundreds of miles apart.

This system also is used by multiple state police law enforcement officials who can monitor radio traffic real-time by Federal Wildlife Officers when they are conducting field enforcement operations.

Text4: No barriers to competition have been identified, other than the uniqueness of the dispatch services provided by the ILSP and DoIT.
Text6: The anticipated cost from the selected vendor is considered fair and reasonable based on research of

of other statewide dispatch services within the Midwest and historical price data from previous acquisitions.

Text5: The ILSP/DOIT dispatching service is the only vendor/service identified that is capable of providing real-time service/dispatching in the events of emergencies in the field. The IL State Police and DoIT have performed similar service in the recent past, meeting all contract requirements in the established period of performance. The proposed vendor/contractor ISP/DoIT were able to deliver 24hrs a day 7days a week law enforcement communications/dispatch services and emergency response when needed.
