About this opportunity

The U.S. Fish and Wildlife Service announced on June 2, 2026, its intent to award a sole-source, firm fixed price contract to the International Air Transport Association for access to the IATA Live Animals Regulations and Perishable Cargo Regulations, with a response deadline of June 12, 2026. The contract will not exceed the simplified acquisition threshold of $350,000 and carries a base term plus two optional years. No set-aside applies.

The requirement is to equip Wildlife Inspectors and CITES Policy Specialists with essential access to IATA's regulations, which establish global standards for transporting live animals and plants and are incorporated by reference in U.S. wildlife import regulations (50 CFR Part 14 Subpart J and 50 CFR 23.23). The sole-source justification asserts that IATA is the only producer of these materials and verification tools; no market research was conducted on the basis that competition would yield no alternatives.

This is not a competitive solicitation. Interested parties may submit a written statement of capabilities containing clear and convincing evidence that competition would be advantageous to the Government. Any costs incurred in preparing a response are the respondent's responsibility and will not be reimbursed. The NAICS code is 519290 (Web Search Portals and All Other Information Services).
