About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a procurement under the Simplified Acquisition Threshold (SAT).

The acquisition aims to equip Wildlife Inspectors and CITES Policy Specialists with essential access to the International Air Transport Association (IATA) Live Animals Regulations (LAR) and Perishable Cargo Regulations (PCR), which establish global standards for transporting live animals and plants and are incorporated by reference in U.S. wildlife import regulations. The justification asserts that IATA is the sole source for the LAR verification tool and for purchasing hard copies of the LAR and PCR documentation. No market research was conducted, as IATA is identified as the only producer of these materials. The contractor's qualifications are based on IATA's establishment of these globally recognized standards, which are critical for ensuring compliance with both national and international requirements outlined in 50 CFR Part 14, Subpart L and 50 CFR Part 23. Pricing is determined to be fair and reasonable based on market research of past similar awards. The justification was recommended by Program Officer Shireen Yousef (signed digitally on May 28, 2026) and approved by Contracting Officer Melissa Niemi (signed digitally on June 2, 2026) for sole source acquisition procedures under FAR Part 13.
