About this opportunity
NASA Johnson Space Center has issued a Special Notice of Intent to Award to Sole Source for an extension of the Logistics Contract. The agency intends to award the contract to TechTrans International (TTI) without full and open competition, claiming that only TTI possesses the capabilities to provide critical logistical support services. This contract extension is designed to bridge the gap until a follow-on contract is awarded, with the current contract set to expire on February 28, 2026. The procurement falls under NAICS code 493110 for General Warehousing and Storage and PSC category R706 for Support-Management: Logistics Support. NASA has indicated this will not be acquired as a commercial product or service under FAR Part 12.
The purpose of this Special Notice is to determine whether other organizations possess the qualifications that could warrant conducting this acquisition on a competitive basis rather than proceeding with the intended sole source award. Interested organizations must submit their capabilities and qualifications electronically to Jon Prihoda at jon.prihoda@nasa.gov by 3:00 PM CST on September 27, 2025. The submitted capabilities will be evaluated solely to assess whether competition should be pursued, though the final determination remains at the government's discretion. The anticipated contract extension period is one year from the current expiration date, and NASA Clause 1852.215-84 regarding the Ombudsman applies to this acquisition. Organizations seeking to challenge the sole source approach have until the September 27 deadline to demonstrate their relevant qualifications and capabilities.
