About this opportunity

The United States Department of Agriculture Forest Service (USDA/FS) has issued a Special Notice announcing its intent to award a sole-source contract to Perimeter Solutions, LP for the supply of aerial Long-Term Fire Retardant (LTFR) products and ancillary support services. This notice is published by the Forest Service's Procurement and Property Services, Incident Procurement Operations, and Incident Strategy & Analysis divisions to inform the contracting community of the planned award. The contract will support national aerial wildland firefighting operations by providing LTFR products at designated Airtanker base locations. The agency is utilizing sole-source procurement authority under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements. The notice emphasizes that this is not a request for competitive proposals but rather an informational announcement of the intended award.

The Special Notice serves to provide transparency regarding the Forest Service's procurement decision while allowing other qualified vendors to demonstrate their capabilities if they meet the stringent requirements. Interested parties have seven calendar days from the July 11, 2025 publication date to submit capabilities statements, proposals, or quotations to the contracting office. To be eligible, contractors must supply aerial LTFR products that are fully qualified and listed on the Qualified Products List in accordance with USDA Forest Service Specification 5100-304d, Interim Amendment 1, and must meet qualification requirements under FAR 9.202. The government will evaluate any responses received within the seven-day window, and successful respondents will be contacted for additional information necessary to complete an offer. If no responses are received within the deadline, the contract may proceed to award without further notice, and the government retains sole discretion in determining whether to open the requirement to competition based on any responses received.
