About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), Pacific Islands Fisheries Science Center (PIFSC), has issued a Special Notice of Intent to Sole Source for the procurement of specialized laboratory equipment. The agency intends to purchase one KingFisher Flex Purification System with 96 Deep-well Head from Life Technologies, a subsidiary of Thermo Fisher Scientific, under catalog number 5400630. This benchtop automated extraction instrument can process 24-96 samples per run with minimal human intervention and includes specific technical requirements such as 95% particle collection efficiency, 96 magnetic rods, and processing volumes of 50-1000 mL. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. NOAA plans to use FAR Part 12 and Part 13 procedures to execute a firm-fixed-price purchase order with an estimated delivery date of July 31, 2025.
The purpose of this equipment acquisition is to support critical eDNA laboratory work that will enable multiple research projects while automating DNA extraction and bead cleaning processes to dramatically improve operational efficiency and reduce labor costs. Potential contractors who believe they can fully meet the government's technical requirements may submit substantiating documentation in writing to the Contracting Officer at andrew.choy@noaa.gov no later than July 14, 2025. All responding vendors must be registered in the System for Award Management (SAM) as a prerequisite for any potential award. The government will evaluate submitted documentation solely to determine whether to conduct this procurement on a competitive basis, though the final decision to proceed with sole source acquisition remains at the government's discretion. This notice explicitly states it is not a request for competitive proposals and no solicitation package is currently available.
