About this opportunity
The U.S. Department of Energy, Office of Scientific and Technical Information (OSTI), issued a notice of intent to award a sole-source, firm-fixed-price contract to Cooks Mechanical Services for turnkey VAV reheat coil upgrades at the OSTI facility in Oak Ridge, Tennessee, with capability statements due by 4:00 PM EST on September 18, 2026. The statutory basis for sole-source procurement is 41 U.S.C. 3304(a)(1), supported by market research finding Cooks Mechanical Services the only small business source within the mandatory 100-mile radius capable of meeting all operational constraints.
The work involves installation of nine replacement Johnson Controls VAV box reheat coils across designated zones to increase heat output capacity. The contractor must complete installation within 90 calendar days of Notice to Proceed, with actual work completion within 10 working days once started. All costs—freight, labor, travel, material, disposal, and offloading—are included in a single lump-sum payment upon completion. The contractor must maintain a 2-hour emergency response capability, provide certified Building Automation System (BAS) programming integration, comply with Davis-Bacon wage requirements, ensure all workers hold REAL ID driver's licenses and U.S. citizenship, and meet DOE security and facility requirements.
Although this is not a competitive solicitation, any firm meeting all stated requirements may submit a capability statement to Natalie Barnett at barnettn@osti.gov by the September 18 deadline. The Government reserves the right not to compete based on responses received.
