About this opportunity
U.S. Army Contracting Command, Office of Aberdeen Proving Ground, Natick Division intends to sole-source a firm fixed-price maintenance contract to Malvern Panalytical, Inc. for service coverage on analytical equipment at U.S. Army Natick Soldier Systems Center, with responses due by 1645 HRS EDT September 2, 2026.
The requirement covers on-site preventative maintenance and repair for the Microactive 3Flex 3500 Surface and Catalyst Characterization Analyzer and Smart VacPrep 067 preparation station. Services include one scheduled preventative maintenance visit per 12 months, on-demand on-site visits with maximum 72-hour response time, priority technical support, factory-certified replacement parts, and software updates. The contract period runs from September 8, 2026 through March 7, 2030, consisting of a one-year base period, two optional 12-month periods, and potential six-month extensions under FAR clause 52.217-8. The Government justifies sole-source award to Malvern Panalytical (successor to the original equipment manufacturer) based on the equipment's unique design, exclusive OEM parts sourcing, requirement for OEM-trained technicians, and absence of alternative qualified vendors. Anticipated contract award is on or before September 4, 2026. All responsible sources may submit a capability statement, proposal, or quotation demonstrating capability to meet requirements without incurring unacceptable delays or duplicative costs. Responses must be sent via email only to Contract Specialist Edmund J. Bousaleh (edmund.j.bousaleh.civ@army.mil) and Contracting Officer Stephen M. Reffel (stephen.m.reffel.civ@army.mil).
