About this opportunity
Washington Headquarters Service intends to award a sole-source bridge contract to Systems Planning and Analysis, Inc. pursuant to FAR 6.103-1, with capability statements from interested parties due by 12:00 p.m. EST on June 12, 2026. The bridge contract will provide analytical, case management, programmatic, technical, and administrative support for an estimated 18-month period (6-month base period plus two 6-month option periods) beginning June 19, 2026. The Government justified the sole-source approach based on a pending protest with the U.S. Court of Federal Claims regarding contract HQ003426FE228; award to any other source would result in unacceptable delays, substantial duplication of costs, and unacceptable mission risk during protest resolution. Although this notice is not a request for competitive quotations, interested parties may submit capability statements demonstrating their ability to meet the Government's requirements within the required timeframe. The Government will consider all capability statements received before the closing date, with determination not to compete remaining solely within the Government's discretion. NAICS 541990, PSC R499. Contact: Mark Smith, mark.v.smith28.civ@mail.mil, 703-545-0966.
