About this opportunity
The National Park Service National Office is holding an industry day and project presentation on September 2, 2026, in advance of soliciting seawall and shoreline rehabilitation work at East Potomac Park along the Potomac River and Channel in Washington D.C. The procurement is not set-aside.
Work includes Phase III rehabilitation of seawalls and shoreline in the National Mall and Memorial Parks (NAMA 326209). Performance occurs at the East Potomac Park waterfront in the District of Columbia.
The government seeks contractor experience with federal construction contracts of similar scope and magnitude, with particular emphasis on in-water marine construction and environmental compliance in tidal river systems. Required capabilities include USACE Section 404/408 coordination, in-water work window management, barge logistics, and navigation of urban waterfront constraints. Contractors must demonstrate expertise in seawall and shoreline construction methods including sheet pile cutoff walls, pipe piling, precast panels, stone facing, riprap placement, and barge-based marine operations. Respondents must confirm local D.C. construction licensing, permitting compliance, and bonding capacity for insurance, performance, and payment bonds.
The government requests identification of applicable SBA certifications: EDWOSB, HUBZone, IEE, ISBEE, Native American, SDVOSB, VOSB, or WOSB. Completion of the Sources Sought survey questionnaire (due September 2, 2026, at 5:00 p.m. MT) is necessary for consideration in market research and potential small business set-aside determination. Submit responses to Contracting Officer Tim Burger and Contract Specialist Kristin Tauber at the National Park Service Denver Service Center.
