About this file
This is a Sources Sought Notice (SSN) Survey Questionnaire issued by the Department of the Interior National Park Service Denver Service Center for market research purposes. The questionnaire is designed to gauge contractor interest and capability for a seawall and shoreline rehabilitation project at East Potomac Park along the Potomac River and Channel in Washington D.C. (NAMA 326209, Solicitation Number 140P2026R0104). Responses must be submitted by September 2, 2026, at 5:00 p.m. MT to the Contracting Officer Tim Burger and Contract Specialist Kristin Tauber.
The questionnaire requests information on company qualifications including: prime contractor experience with federal construction contracts of similar scope and magnitude; compliance capabilities for local D.C. construction licensing and permitting; bonding capacity for insurance, performance, and payment bonds; experience with inwater marine construction and environmental compliance in tidal and river systems, specifically USACE Section 404/408 coordination, inwater work windows, barge logistics, and urban waterfront constraints; and expertise in seawall and shoreline construction methods including sheet pile cutoff walls, pipe piling, precast panels, stone facing, riprap placement, and barge-based marine operations. The questionnaire also requires identification of any applicable Small Business Administration certifications (EDWOSB, HUBZone, IEE, ISBEE, Native American, SDVOSB, VOSB, WOSB). Completion of the survey is necessary for consideration in the market research and any potential small business set-aside determination for the requirement.
