About this opportunity

The National Park Service (NPS) has issued a Special Notice for a sole source contract opportunity with Sevier County Utility District (SCUD) located in Sevierville, Tennessee. The notice pertains to extending natural gas services to multiple locations within the Great Smoky Mountains National Park, including the Sugarlands Headquarters Building, North District Maintenance Area, and Sugarland Residence. The procurement will involve installing approximately 11,300 linear feet of 4-inch polyethylene pipe along Newfound Gap Road/US 441 and approximately 2,000 linear feet of 2-inch polyethylene pipe along Sugarland Residence Road. The contract is being pursued because Gatlinburg lacks the resources to provide natural gas to the area, and SCUD is the only gas supplier in the region. The procurement falls under NAICS code 221210 for Natural Gas Distribution.

The primary objective of this Special Notice is to establish a noncompetitive contract with SCUD to provide natural gas infrastructure for heating and future construction projects at the park. The period of performance is set from February 18, 2025, to November 11, 2025, with price serving as the determining factor for award. Potential responsible sources may submit a technical capability statement and business profile to Tomica Cooper at Tomica_cooper@nps.gov by 2 PM EST on February 3, 2025. The NPS will treat submitted information as market research and reserves the right to either proceed with the sole source negotiation or compete the requirement based on received information. Importantly, this is not a request for competitive proposals or quotes, and any submissions will be considered informational. Contractors interested in participating should carefully review the specific requirements and understand that this is a targeted sole source procurement with limited competitive opportunity.
