About this opportunity

The Defense Intelligence Agency issued a special notice on July 1, 2026 announcing that it has determined consolidation and bundling of contract requirements is necessary and justified under FAR 7.107-3(b). The agency is consolidating six separate security service contracts into a single Strategic Security Services (S3) Blanket Purchase Agreement, effective September 1, 2026, through a full and open competition on the GSA Schedule.

The consolidated BPA covers five mission areas: Program Management, Police Services, Information Security, Personnel Security, and Insider Threat Detection and Mitigation. The previously separate contracts being combined address Program Management Services (R408 PSC), Security Specialist and Operation Services (R499 PSC), Personnel Security Services (R499 PSC), Firearms Training Services (U014 PSC), Polygraph Services (R615 PSC), and Canine Team Services (S206 PSC). The consolidated requirement uses NAICS code 561612 (Security Guards and Patrol Services) and PSC code R430.

The BPA structure employs hybrid pricing with both Firm-Fixed-Price and Time-and-Materials models available at the call order level. The period of performance spans a one-year base period with four one-year options and one six-month extension option. The determination establishes mandatory small business participation with goals for Small Disadvantaged Business (5.0%), Woman-Owned Small Business (5.0%), Historically Underutilized Business Zone Small Business (3.0%), and Service-Disabled Veteran Owned Small Business (5.0%).

Market research included an RFI released March 18, 2026. Inquiries should be directed to Hugo Patron, Contract Specialist, at Hugo.Patron@dodiis.mil. The complete justification is available in the attached Determination and Findings document.
