About this opportunity
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Engineering Services Division (ESD) Procurement has issued a Special Notice announcing its intent to award a sole source Basic Ordering Agreement (BOA) call to GE Aviation Systems LLC for the procurement of specialized mandrels. The acquisition will be conducted under the Defense Logistics Agency BOA SPE4A1-25-G-0018, utilizing the statutory authority of 41 U.S.C 1901(c) as implemented in FAR 6.302-1. The items being procured are classified under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a size standard of 1,250 employees and Product Service Code 1680. The procurement involves two units of special mandrels (Part Number DAPT60-0019-00, NSN 4920-571-2253) that are specifically designed for maintenance on C130 and J27 propeller systems. The small business set-aside has been dissolved, making this an unrestricted requirement available to all responsible sources.
The purpose of this sole source procurement is to acquire highly specialized mandrels that work in conjunction with other GE Aviation tools for aircraft propeller system maintenance, with GE Aviation Systems being the original equipment manufacturer holding all technical data and specifications. The government has determined that acquiring the technical data rights or developing manufacturing specifications would be uneconomical, justifying the sole source approach. Although this is not a request for competitive proposals, all responsible sources may submit quotations to Denise.J.Bulone@uscg.mil with the solicitation number 70Z03825QE0000093 in the subject line by 2:00 P.M. EST on September 17, 2025. The Coast Guard encourages early deliveries at no additional cost to the government, with F.O.B. terms at origin. Award decisions will be based on fair and reasonable pricing determination, and the government reserves sole discretion in determining whether to compete the procurement based on responses received. No formal solicitation package will be issued, as this notice serves as the complete procurement announcement.
