About this file
This document is a briefing presentation for the Common Tactical Truck (CTT) Industry Communications Forum held on March 20, 2026. The U.S. Army is seeking commercial solutions through a Commercial Solutions Opening (CSO) process (Solicitation #W912CH-26-S-C001) to replace capabilities currently provided by the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor. The CTT consists of six vehicle variants: Load Handling System (LHS) for equipment transport with optional crane; Line Haul Tractor (LHT) for on-road trailer towing up to 100,000 lbs; Off-Road Tractor (ORT) for 40-ton payload towing with auxiliary power; Cargo variant for munitions/cargo transport with crane; Tanker for 2,500-gallon fuel transport and dispensing; and Wrecker for vehicle recovery up to 62,000 lbs. Vendors may propose solutions for less than all six variants.
The three-phase award process begins with Phase 1 solution briefs due April 6, 2026, consisting of a ten-page white paper (excluding title page and Rough Order Magnitude) addressing desired attributes including mild-hybrid powertrain with 60kW exportable power, modern drive-by-wire architecture ready for autonomy, modular armored/unarmored cabs, global transportability, military hardening with electromagnetic protection and CTIS, and right-to-repair solutions balancing Army maintenance needs with vendor intellectual property protection. Phase 1 expectations include describing current product capabilities, legacy mission performance, organic sustainment approaches for Army soldier operation and maintenance without civilian intervention, right-to-repair recommendations, and leasing options. Selected vendors advance to Phase 2 presentations featuring detailed solution explanations, Rough Order Magnitude estimates, notional schedules, and IP considerations, with Phase 3 involving comprehensive formal proposals with technical and price volumes. Award is estimated for 1QFY27, with a five-year base contract plus potential additional ordering years. Initial procurement quantities will be finalized during Phase 2. Submissions should be emailed to usarmy.detroit.cpe-cl.mbx.jtwv-ctt-rfp@army.mil with the subject line "CTT Increment 1 AoI (Insert Company Name)" by 1300 on April 6, 2026.

Solicitation # W912CH-26-S-C001
AOI Overview
• The Army is seeking a commercially available or non-developmental item (NDI) solution with minimal modifications from current configurations, with the intent to incorporate future attributes in follow-on increments.
• This approach enables the Army to leverage the proven reliability of commercial systems while modernizing the Heavy Tactical Vehicle Fleet.
• The Common Tactical Truck (CTT) is a Family of Vehicles that will replace all capabilities currently conducted by the Palletized Load System (PLS), the Heavy Expanded Mobility Tactical Truck (HEMTT), and the M915 Line Haul Tractor.
• The Government prioritizes reliability over extensive customization. Offerors should propose solutions that maximize the use of existing commercial platforms and proven technologies.
• The CTT consists of six variants: Load Handling System (LHS), Line Haul Tractor (LHT), Tanker, Wrecker, Off Road Tractor (ORT), and Cargo.
• The CTT will ultimately be sustained organically and must be capable of being operated and maintained by Army soldiers without civilian intervention.
• Each CTT variant performs a unique mission role. May propose to less than all six variants.
