About this opportunity

The Department of the Interior Bureau of Land Management issued a Notice of Intent to award a sole-source contract to Eaton Corporation for battery life cycle refresh services, with interested parties invited to submit capability statements by May 18, 2026, at 10:00 AM MT.

The government intends to award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis under FAR 13.106(b)(1) for Eaton Battery Life Cycle Refresh services to maintain BLM UPS system batteries in current operational status and under manufacturer support. The justification for sole source procurement is that Eaton Corporation is the only authorized provider with access to proprietary service software required to service 3-phase UPS products; Eaton does not train, certify, or support independent third-party service providers for its UPS and power quality products.

Interested parties may submit responses identifying their capability and interest via email only to Casey Carlson at casey_carlson@ios.doi.gov by the May 18 deadline. All communications must be submitted by email; telephone and facsimile inquiries will not be accepted. The government retains sole discretion to determine whether to compete the requirement based on responses received. This notice is anticipatory in nature and non-binding. The applicable NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) with a 600-employee business size standard.
