About this opportunity
The Defense Logistics Agency Energy is procuring petroleum fuels under solicitation SPE60525R0221 Amendment 0013, a correction to Amendment 0012 issued on February 17, 2026. This amendment specifically addresses pricing escalators and corrects the base reference date for three fuel line items. The procurement requires submission of Statements of Compliance for all line items, Certificates of Analysis or Certificates of Quality for fuel products, and completed Price Data Sheets with detailed tax breakdowns for each Contract Line Item. Offerors must identify applicable Certificate of Analysis/Certificate of Quality providers for each fuel type as part of their proposal submission. All proposals must acknowledge receipt of this amendment by completing the required SF-30 form blocks and submitting electronically to the specified DLA Energy contacts. The deadline for proposal submission is March 3, 2026, at 8:00 PM EST.
This procurement opportunity is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns and is open only to offerors who submitted proposals under the original solicitation, making it a Total Small Business set-aside. The contract involves delivery of 238,000 total gallons of fuel across three line items: 210,000 gallons of Turbine Fuel, Aviation (JAA) at $3.1600 per gallon to Boeing Field, Seattle, Washington; 18,000 gallons of Gasoline, Automotive (MUR) at $2.5108 per gallon to Drummond Creek Survival SC, Chewelah, Washington; and 10,000 gallons of Diesel Fuel (DS2) at $3.4232 per gallon to the same Drummond Creek location. All deliveries are to be made via tank wagon or tank truck to above-ground storage tanks, with the price base reference date established as November 3, 2025. Performance will take place in Washington State at two distinct locations serving U.S. Air Force installations.
