About this opportunity
The Defense Logistics Agency (DLA) Aviation has issued a Sources Sought Notice to conduct market research for night vision equipment components, specifically seeking manufacturers capable of producing or legitimately obtaining two items: an infrared receiver lens (NSN 5855-016864772, Part Number 286238-1) and an optic cell assembly (NSN 5855-016865183, Part Number 285909-1). The agency is evaluating market capacity to determine the appropriate procurement method for these specialized components classified under NAICS code 334511 for search, detection, navigation, guidance, aeronautical, and nautical system manufacturing. Organizations interested in demonstrating capability must provide comprehensive information including company details, tailored capability statements with supporting documentation, and explanations of any anticipated subcontracting or teaming arrangements. The government will evaluate responses based on organizations' ability to provide services consistent with the scope and scale described, secure necessary financial and technical resources, and implement successful project management plans. Interested parties have until September 4, 2025, to submit their capability information, though this market research does not constitute a formal solicitation.
This procurement opportunity does not utilize any set-aside designations and is open to all capable manufacturers. The current approved manufacturing source for these night vision components is ELBIT SYSTEMS OF AMERICA- NIGHT VISION (Cage Code 13567), indicating an existing incumbent contractor relationship. No specific award values, budget ranges, or quantities are disclosed in this pre-solicitation notice, as the primary purpose is market research to assess manufacturing capabilities across the industry. The government explicitly states that no solicitation currently exists and that responses are purely voluntary with no financial obligation assumed for any costs incurred by responding organizations. The timeline is relatively compressed, with only six days between the posting date of August 29, 2025, and the response deadline of September 4, 2025, suggesting urgency in conducting this market assessment.
