About this opportunity

The Defense Logistics Agency (DLA) Aviation is seeking to procure reverse engineering services through a Blanket Purchase Agreement (BPA) for the Reverse Engineering Technical Data Initiative (RETDI) Generation III program. The solicitation aims to develop Level III Technical Data Packages (TDPs) for specific military equipment, including components for C-130 Aircraft and H-60 Helicopters' rotor de-ice systems. The primary objectives include increasing competition, reducing overpricing, minimizing customer lead times, addressing backordered requisitions, and resolving manufacturing sourcing issues. Proposals will be evaluated using a best value tradeoff process, with technical capabilities and past performance significantly more important than pricing. The solicitation is scheduled to be issued on October 31, 2024, with a proposal submission deadline of February 7, 2025, and anticipated BPA awards around May 1, 2024.

The contract is designated as a 100% small business set-aside, allowing small businesses to participate and potentially subcontract with large businesses under FAR clause 52.219-14. The place of performance is located in Richmond, VA, and the BPAs will have a maximum five-year ordering period with a maximum order value at the Simplified Acquisition Threshold for commercial items. The initiative will result in technical drawings and data with unlimited government data rights for items currently having limited sourcing options. While specific award values are not explicitly stated, the contract will support the development of non-recurring engineering services and technical data packages for critical military equipment components. Teaming arrangements will not be considered, and the solicitation will be issued under competitive open market procedures in accordance with FAR 8.405-3 and FAR Subpart 16.7.
