About this file
This document is a Request for Quote (RFQ) for a multiple-award Blanket Purchase Agreement (BPA) to provide reverse engineering services and technical data packages in support of the Defense Logistics Agency (DLA) Reverse Engineering Technical Data Initiative (RETDI) Generation III program.
The RFQ outlines the requirements for the BPA, including a sample Performance Work Statement, pricing structure, award criteria, and ordering procedures. DLA seeks to award multiple firm-fixed price BPAs to qualified small businesses to enable competition for individual task orders. The BPAs will have a maximum five-year ordering period and a maximum order value of the Simplified Acquisition Threshold for commercial items. Proposals are due by November 30, 2024, and award is anticipated on or around May 1, 2024. The scope includes reverse engineering, technical data development, and prototype manufacturing services to increase competition, reduce costs and lead times, and eliminate sourcing issues for DLA-managed parts. Offerors must demonstrate technical capabilities, past performance, and pricing, with technical capability and past performance weighted more heavily than pricing in the best value tradeoff evaluation.

PART 1 – THE SCHEDULE
A. GENERAL INFORMATION TO OFFERORS
A.1 Introduction. The Defense Logistics Agency (DLA) is a logistics combat support agency whose primary role is to provide supplies and logistical services to America's military forces worldwide. The mission of DLA, Aviation Engineering (DLA-VEA) is to provide engineering support for DLA Aviation operations and organizations, as well as for Department of Defense (DoD) activities when authorized by DLA Headquarters.
A.1.1 This Request for Quote (RFQ) is for an intra-agency (DLA only), multiple award Blanket Purchase Agreement (BPA) for the Defense Logistics Agency (DLA) only. An intra-agency, multiple award BPA is established to support each Major Subordinate Command (MSC) across DLA. Thus, all MSCs across DLA may access this BPA. However, only the MSCs listed herein below in Section A.6 are authorized to place calls/orders against the BPA. A call received by a Contractor from an MSC not listed herein will not be honored, nor will any resultant deliveries be accepted.
A.1.2 This RFQ for the Reverse Engineering Technical Data Initiative (RETDI)-Generation III is for the acquisition of non-recurring engineering (NRE) services leading to the development of Technical Data Packages (TDPs), and appropriate ancillary manufacturing knowledge, associated with the production of the items referenced in the technical data in support of the DLA and DoD sponsored requirements. Task areas outlined within the SAMPLE Performance Work Statement (PWS) include tasks that may result from any contract awards and subsequent specific task orders related to the RETDI-Generation III program. This requirement is 100% Small Business Set-Aside.
A.2 Description of Agreement. A BPA is not a contract and does not constitute an order for supplies or services. The BPA does not state or imply any obligation by the Government to place future orders with the Contractor. The BPA shall not be used in any manner to restrict competition.
A.2.1 The Government intends to award intra-agency (DLA only) multiple-award Blanket
Purchase Agreements (BPAs) to those offerors whose proposals are determined to be the most advantageous, non-price and price factors considered. Labor categories and associated hourly labor rates will be made a part of the resultant BPAs via an attachment.
Future task orders will be competed and/or awarded among BPA holders. A formal PWS will be sent to the BPA holders who will be required to submit a proposal against its labor rates. Offerors are encouraged to propose discounts off their existing commercial hourly labor rates. Offered discounts will be applied to all labor categories used under the resultant task orders.
A.2.2 The terms and conditions for the resultant BPA(s), as identified in Part II, Section I, Contract Clauses, comprise the universe of possible terms and conditions that may apply to individual requirements, yet to be defined, at the order level.
A.2.2.1 Agency level and local provisions and clauses are included under resultant BPA(s) and are identified in Part II, Section I, Contract Clauses.
A.2.2.2 BPA terms and conditions that do not apply at the order level are considered self-deleting.
A.2.2.3 Terms and conditions at the order level may vary and align with the unique elements of individual requirements, yet to be determined.
A.2.2.4 Additional provisions and clauses may also be added at the order level.
A.3 Extent of obligation. A BPA does not constitute an obligation of funds. The Government is obligated only to the extent of authorized purchases actually made against the resultant BPA(s).
A.4 Order of Precedence. In the event of a conflict in the terms and conditions at the BPA level and order level, the order level shall take precedence over the BPA. However, nothing supersedes applicable laws and regulations unless a specific exemption has been obtained.

The Government does not require any on-site contractor performance. Should any travel be required in support of this contract or individual delivery orders, the Contractor will be responsible for all associated travel expenses of its employees
C. DESCRIPTION/SPECIFICATION/WORK STATEMENT
The multiple award BPA’s Performance Work Statement (PWS) is universal in nature and describes the general support requirements for DLA’s RETDI – Generation III program. The purpose of the BPA’s PWS is to provide a general framework for a PWS at the order level.
Specific individual requirements, yet to be determined, will be further defined in the PWS at the order level. Each element of the BPA’s PWS may be addressed at the order level. For clarity among all parties involved, the PWS at the order level shall replace and take precedence over the BPA’s PWS described herein.
C.1. Background. The DLA’s supply system is often challenged by cost-prohibitive pricing, slow to respond sources of supply, or incomplete data packages for parts. These issues may delay the delivery of materiel and reduce the readiness of a weapon system.
This initiative provides a contractual means to resolve technical and engineering issues surrounding the acquisition of parts. The primary goals of this initiative are to increase competition, reduce overpricing, reduce customer lead times, reduce backordered requisitions, and eliminate manufacturing sourcing issues.
C.2 Scope. This PWS defines the requirements for the RETDI-Generation III. The DLA intends to procure NRE services leading to the development of engineering technical data and appropriate manufacturing knowledge associated with the production of items referenced in the technical data. The NRE services include, but are not limited to, reverse engineering, technical data development, and other related technical assistance.
This PWS is generic in nature and describes the general support requirements for RETDI- Generation III. Specific requirements for individual task orders will be developed from these general requirements and further defined in the PWS for each individual task order.
Although the Military Services or other DLA activities may identify candidate projects, DLA Aviation will maintain administration of all BPA’s and all task orders issued under the RETDI-Generation III program.
C.3 Calendar Days. All references in this PWS to “days” shall mean calendar days.
C.4 Applicable Documents.
C.4.1 Military Specifications:
MIL-STD-31000 Technical Data Packages (TDPs)

C.5 Requirements.
C.5.1 General. The Contractor shall perform services associated with reverse engineering, manufacturing process, manufacturing testing knowledge and development of technical data for various mechanical, electro-mechanical, hydraulic, pneumatic, structural components and other assemblies as identified by the Government. The NRE is expected to include reverse engineering, technical data development, physical articles (i.e., prototype) manufacturing and related technical assistance via various techniques.
RETDI-Generation III will have a strong focus on items requiring various applicable activities associated with documentation and processes related to the manufacturing of the reverse engineering item. The data developed under this contract will make it possible for the Government to qualify additional sources of supply. There are four general tasks that will be accomplished under this contract:
C.5.1.1 The Contractor shall perform reverse engineering on a variety of DLA or Armed
Services- managed items of supply according to the reverse engineering process as described in MIL-HDBK-115, or similar. Performance under this task is to complete the reverse engineering process in order to describe the technical characteristics of an item that will allow an exact likeness of the item to be manufactured successfully.
C.5.1.2 The Contractor shall produce and deliver to the Government technical data derived through reverse engineering, along with any hardware/software produced during the effort or for the effort. Performance includes the production and delivery of technical data as defined in the PWS for each task order.
C.5.1.3 The Contractor shall also be required to produce physical articles (prototypes), per the developed TDPs, write qualification test plans, and test those physical articles if required in the task order’s PWS. Performance includes the manufacturer of physical articles in strict accordance with the technical data produced for the item in order to ensure the newly developed technical data is complete and accurate. In addition to conventionally manufactured prototypes, advanced manufacturing methods such as 3D printing/additive manufacturing of prototypes may be required.
C.5.1.4 The Contractor shall also perform reverse engineering on items deemed necessary for the manufacturing and/or required for quality assurance, e.g., tooling, manufacturing jigs, etc. These items will be described in the RFQ or during the Reverse Engineering process and may require the Contractor to travel to the site, to electronically scan and/or take measurements to enable the creation of the required TDP. Any travel for these purposes is expected to be within CONUS, (and to a lesser degree) Alaska, and Hawaii.
C.6.2 Program Manager. The Contractor shall designate a Program Manager who shall have authority to act as the principal point of contact for communications with the Contracting Officer, COTR, or the duly authorized Contracting Officer’s Representative (COR), or Government designee. H.2. Disputes, Agreement to Use Alternate Dispute Resolution (ADR)
In order to maintain its business relationships with industry and avoid costly litigation, DLA is committed to promoting the use of Alternate Dispute Resolution (ADR) techniques, especially mediation. ADR is a voluntary process whereby a neutral third party assists the parties in resolving a dispute. DLA invites vendors to join DLA in agreeing to use their best efforts to resolve any pre-award or post award dispute that may arise from this solicitation, and any subsequent award, without litigation. If unassisted negotiations are unsuccessful, the parties agree to use ADR techniques in an attempt to resolve disputes. Likewise, the parties agree that formal protest procedures or litigation will only be considered as a last resort, such as when ADR is unsuccessful or when ADR has been documented to be inappropriate for resolving the dispute. If the ADR is not successful, the parties retain their existing rights.
H.3. Reverse Auction L09 Reverse Auction (OCT 2018)
The Contracting Officer may utilize reverse auctioning to conduct price discussions.
