About this opportunity

The Naval Information Warfare Center (NIWC) Atlantic intends to procure specialized training services from Spanalytics LLC for wireless intrusion detection system operations and cyber security protocols. The requirement involves three five-day offsite training sessions, each with two instructors, to be delivered at Marine Expeditionary Force locations in Camp Lejeune, NC, Camp Pendleton, CA, and Okinawa, Japan. This training is essential to maintain consistent knowledge of currently fielded systems across these three strategic locations. The procurement will be conducted as a single-source acquisition under the Simplified Acquisition Threshold authority of FAR 13.106(b)(1)(i), meaning no competitive solicitation will be issued. Interested firms must submit their capability statements to the contracting officer by July 9, 2025, within five days of the notice posting date.

This procurement does not utilize any set-aside designations and is structured as a firm fixed price purchase order. Spanalytics LLC, located in West Chester, Ohio, appears to be the intended sole source contractor based on their specialized expertise in the required training domain. The contract covers exactly three training sessions with a total quantity of three five-day courses, each requiring two qualified instructors per session. The government retains full discretion to determine whether to proceed with competitive procurement based on responses received, though the current intent suggests a direct award to the identified contractor. The training schedule must accommodate delivery across both continental US and overseas locations, indicating the critical nature of maintaining standardized cybersecurity capabilities across global Marine operations.
