About this opportunity
NASA Goddard Space Flight Center has awarded a cost-reimbursement contract without fee to Southwest Research Institute (SwRI) for the Space Weather Next L1 Series Magnetometer (MAG) project, valued at $26,162,610. The contract involves designing, developing, fabricating, testing, and supporting the launch of two tri-axial fluxgate magnetometers that will measure interplanetary magnetic fields in solar wind. The project timeline spans from January 2025 to January 2034, with the first instrument delivery scheduled for September 2027 and launch planned for December 2028, and the second instrument to be delivered in June 2029 for an October 2032 launch. SwRI was selected from three competitive proposals due to their mature design, strong technical approach, and proven past performance, with the contract being awarded on a full and open competitive basis to support mission operations at the NOAA Satellite Operations Facility.
Notice text
The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) and National Oceanic and Atmospheric Administration (NOAA) hereby announce award of the Space Weather Next L1 Series Magnetometer (MAG).
The L1 Series Magnetometer instrument consists of two tri-axial fluxgate magnetometers that each measure the three components of the interplanetary magnetic field carried by the solar wind.
Tasks include deliverables necessary to design, analyze, develop, fabricate, integrate, test, verify, evaluate, support launch, supply and maintain the instrument Ground Support Equipment (GSE), and support Mission Operations at the NOAA Satellite Operations Facility (NSOF).
This contract was awarded on a full and open competitive basis. The contract type is a cost-reimbursement plus no fee. This contract will operate in a very dynamic environment that entails a complex and dynamic scope of work that involves cost, schedule, and technical performance risk. Per FAR 16.302(b), a cost contract may be appropriate for research and development work, particularly with nonprofit educational institutions or other nonprofit organizations. Therefore, a Cost Plus No Fee contract type is best suited for mission success of the procurement.
Awarded contract 80GSFC25CA025 to SOUTHWEST RESEARCH INSTITUTE for 26162610.00 on 2025-01-22.
