About this opportunity
NASA's Goddard Space Flight Center seeks to procure continuous operations, maintenance, and sustainment services for relay and direct-to-earth networks, along with evolution activities that include systems engineering, design, fabrication, integration, testing, and training. The procurement encompasses routine and contingency operations, software and hardware maintenance, network management, system administration, monitoring and notification services, IT security, interpretive analyses, and enterprise management services. This pre-solicitation notice was posted on January 15, 2026, with interested organizations required to submit their capabilities and qualifications electronically by January 30, 2026. While the notice does not explicitly detail formal evaluation criteria, the government emphasizes the critical mission nature of these services and the requirement for continuity through the pending competitive follow-on procurement. Key objectives include ensuring uninterrupted network operations and supporting the transition toward a future architectural vision for space exploration networks.
This is a sole source contract extension to Peraton Inc., the current incumbent contractor, with no small business or other set-aside designations applied. The extension will be awarded as a Cost-Plus-Award-Fee (CPAF) Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for an additional eighteen months at no increase to the existing maximum ordering value, extending the effective period through September 30, 2027. The sole source justification is based on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only one responsible source can satisfy agency requirements due to the nature of the work and the ongoing competitive follow-on procurement. While the specific maximum ordering value is not disclosed in this pre-solicitation notice, the continuation of this mission-critical contract at no additional cost ceiling reflects the government's intent to maintain operational continuity during the competitive procurement process.
Notice text
NASA/GSFC has a requirement to support continuous operations, maintenance, and sustainment of the relay and direct-to-earth networks and their evolution toward a future architectural vision. Requirements include routine operations, contingency operations, software maintenance, hardware maintenance, network management, system administration, monitoring and notification services, IT security, interpretive analyses, enterprise management services, documentation and transition to operations activities. For evolution efforts, it also includes systems engineering activities to architect, design, analyze, validate, develop, fabricate, assemble, integrate, checkout, test, evaluate, verify, deliver, transition, document, and train as appropriate.
NASA/GSFC intends to issue a sole source contract extension to acquire the services from Peraton Inc. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. NASA/GSFC intends to extend the current contract's effective ordering period for an additional eighteen (18) months at no additional increase to the maximum ordering value. This extension will allow for the continuation of mission critical services under the Space Exploration Network Services and Evolution (SENSE) contract through September 30, 2027, by which time the follow-on, competitive contract is expected to be awarded. The rationale supporting this sole source award to Peraton Inc is in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sherika Wilson at Sherika.D.Wilson@nasa.gov no later than 2:00 pm EST on January 30, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
