About this opportunity

The Naval Research Laboratory (NRL) is seeking potential sources to support research and prototype development of spacecraft electronics and space/airborne electronic systems. This includes concept development, experimentation, integration and operational demonstration of mission and flight systems. Interested offerors must have the capability to perform activities such as research, analysis, prototype development, integration, testing, operation and documentation. Responses must include a capabilities statement no more than five pages demonstrating relevant past performance. All responses must be received by June 1, 2020. The evaluation criteria will include the offeror's technical approach and past performance.

There is no set-aside designated for this pre-solicitation notice. The NAICS code for research and development in the physical, engineering and life sciences is 541712. The PSC code for research and development of spacecraft components and accessories is J021. Assembly facilities must be located within forty miles of NRL in Washington, D.C. Interested parties are asked to provide business information and a capabilities statement by the June 1st deadline to Richard Waterstreet via email. No dollar values or quantities were specified, but the work includes complex fabrication and manufacturing to support NRL's Spacecraft Engineering Division.

Notice text

The Naval Research Lab (NRL) is posting a Request for Information (RFI) and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP) or Request for Quote (RFQ). No awards will be made from the responses to this announcement. Specifically, NRL is seeking contractors who are capable of supporting NRL in providing research and prototype development of spacecraft electronics and space/airborne electronic systems, to include experiment, mission, and space flight systems. This effort includes concept development through operational demonstration, and the transition of these systems and subsystems, as well as the support required for integration and operation of these electronics as part of the overall mission.

The Contractor may undertake a wide range of activities to include spacecraft research, analysis, prototype development, integration, test, operation, demonstration, data processing and documentation to include associated logistical, administrative, management and support activities.  The range of that support may include management activities (including sub-contract management, procurement, and inventory control); preliminary planning, analysis and design; general systems engineering; integrated test efforts; and launch/mission operations support. The Contractor’s support to each assigned project may vary from any one activity to the full range of activities.

Complex fabrication, assembly and manufacturing is a requirement of this effort.
