About this opportunity
The Department of the Air Force Space Command seeks design, implementation, and operation of a Space Data Network Backbone (SDN-B) Mission Operations Center (MOC) through a Commercial Solutions Opening, with written solution briefs due May 18, 2026 at 12:00 PM PDT. A single award will be made as either an Indefinite Delivery, Indefinite Quantity (IDIQ) contract or Other Transaction Agreement (OTA) on a Firm Fixed Price basis with a 60-month period of performance.
Place of performance is El Segundo, California. The solicitation is restricted to domestic U.S.-based companies and U.S.-based subsidiaries holding an active Sensitive Compartmented Information (SCI) Facility Clearance at the SCI ICD 704 level and compliant with NIST SP 800-171 cybersecurity standards. The NAICS code is 541715, Research and Development in Physical, Engineering, and Life Sciences.
The MOC must operate as a Government-Owned, Contractor-Operated (GOCO) facility with hybrid on-premises and cloud-based deployment, designed to broker user services, mission plans, and resources across commercial proliferated low Earth orbit providers, government and commercial transport, ground elements, and Space Exchange Points. Solutions must employ a Modular Open Systems Approach (MOSA) for future adaptability. The Government explicitly excludes completely bespoke, Government-unique solutions; proposals must leverage existing commercial off-the-shelf products and innovative applications of commercial technology, including cloud management tools, AI/Machine Learning analytics, and data visualization platforms.
The procurement follows a three-step competitive process: Step 1 written solution briefs (15 pages maximum, 10-page technical approach limit) by May 18; Step 2 invitation-only oral presentations approximately May 29; Step 3 invitation-only full technical and cost proposals approximately 68 days after CSO posting. Evaluation criteria in descending order of importance are technical approach feasibility and risk management, schedule alignment, overall value, and offeror capabilities with recent relevant prime contractor and systems integrator experience. Subcontracting plans are required for awards exceeding $900,000 to other than small businesses.

6 MAY 2026 UPDATE: Amendment 1 to the CSO Posted
The Government desires a MOC design and implementation approach that will seamlessly integrate the entire SDN-B architecture with modularity for future expansion: commercial proliferated low Earth orbit (pLEO) providers, government/commercial transport, ground elements, and Space Exchange Points (SEPs). The SDN-B MOC will be the centralized hub that “brokers” user services, mission plans, and resources. It will deliver enterprise-wide situational awareness and a common operational picture of all SDN ground and space assets.
The MOC requires a hybrid deployment, utilizing both an on-premises and cloud-based hardware and software to provision, orchestrate, control, and manage the network transport services. It will serve as the primary interface for processing user service requests and ensures end-to-end service performance by monitoring the health, status, and performance of all SDN network elements. The MOC will operate as a Government-Owned, Contractor-Operated (GOCO) facility, designed with a Modular Open Systems Approach (MOSA) to ensure future adaptability and integration.
