About this opportunity

The Department of the Army Corps of Engineers Engineering District Middle East issued a Special Notice on June 25, 2026 to solicit industry feedback on a draft Architect-Engineer Single Award Task Order Contract (SATOC) synopsis for a Space Campus project at Al Udeid Air Base, Qatar, with draft comments due by July 17, 2026. This is not an official solicitation and does not request SF330s or capability statements at this stage; the notice seeks only written feedback via the Bidder Inquiry System in ProjNet prior to official synopsis release.

The Government intends to award a full and open competition SATOC with a $100 million capacity to procure A-E services including site studies, master planning, comprehensive design, and construction phase support. The contract will run for a five-year base period plus one two-year option period (NAICS 541330, PSC C219). Anticipated award is April 2028.

Eligibility requires firms to hold a valid current SECRET Facility Clearance at proposal time, maintain SAM and PIEE registration, and achieve DoD Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance. The facility must meet Intelligence Community Directive (ICD) 705 compliance standards. Selection emphasizes professional qualifications of key personnel (architect, civil engineer, electrical engineer, mechanical engineer, structural engineer, and others), specialized experience with ICD-705 compliant and hardened facilities, underground and subterranean waterproof design, and knowledge of Qatar local conditions and geotechnical hazards. Firms must demonstrate at least $5 million in A-E services for facilities outside the U.S. completed within the last ten years.

Interested parties must submit feedback electronically only through ProjNet's Bidder Inquiry System; telephone and email inquiries will not be accepted.
