About this opportunity
The U.S. Army Corps of Engineers, Southwestern Middle East District, is issuing an updated draft Architect-Engineer Single Award Task Order Contract (SATOC) synopsis for industry comment with a feedback deadline of September 4, 2026; this is a sources-sought notice only and no SF330s are being requested at this time.
The Government intends to procure A-E services for the Space Campus at Al Udeid Air Base, Qatar, a new facility supporting U.S. Air Force operations. Scope includes site studies and investigations, master planning, comprehensive design, and construction phase support services for Intelligence Community Directive 705-compliant facilities including a secure administrative headquarters, coalition operations center, secure warehouse, conference center, and supporting infrastructure.
The SATOC carries a $100 million maximum ceiling, five-year base period plus one two-year option period, and minimum guarantee of $5,000 for the base period. Work will be performed on a negotiated firm-fixed-price basis under the Integrated Design and Construction (IDaC) delivery method. Award is anticipated in April 2028. Contract is full and open competition unrestricted; NAICS 541330 (Engineering Services) applies with a $25 million small business size standard.
Eligibility requires current registration in SAM and PIEE, valid SECRET Facility Clearance, DoD CMMC Level 2 self-assessment compliance, and successful registration in the Joint Contingency Contracting System. Evaluation will emphasize professional qualifications of key personnel, specialized experience in ICD-705 compliant facilities and IDaC delivery methods, relevant A-E experience on projects valued at $5 million or more outside the U.S. with at least two projects advanced to 50% construction completion, past performance, capacity, and knowledge of Qatar locality requirements including design approval and geotechnical hazards.
Firms must submit feedback electronically through ProjNet's Bidder Inquiry System only; telephone and email inquiries will not be accepted. Do not submit SF330s or capability statements via ProjNet.
