About this opportunity

The Naval Research Laboratory's Spacecraft Engineering Division is seeking contractor support through a Request for Information (RFI) to gauge industry interest and capability for space system and aerospace engineering services, with responses due by September 10, 2026. This is a re-compete to the incumbent contract N00173-22-C-6002 held by KBR Wyle Services, LLC; no awards will be made from RFI responses, and the Government will not reimburse submission costs.

Place of performance is Washington, DC. The contractor will provide personnel, supplies, materials, equipment, and administration to develop, document, maintain, and enhance NRL space systems, subsystems, communication systems, tracking systems, and related equipment. Work encompasses eight primary functional areas: program management, aerospace engineering (conceptual design of spaceflight and hypersonic structures, mechanisms, and aerospace ground equipment), mechanical systems design and analysis, manufacturing and logistics, launch and space vehicle testing, mission assurance, and new technology development.

Personnel security requirements include Top Secret/Sensitive Compartmented Information clearances for classified work and completed suitability determinations for unclassified work. The draft labor plan allocates 271,680 hours across 34 labor categories, with nine positions designated as key resources: Program Manager (Level IV), Systems Engineer (Level IV), Aerospace Engineer (Level IV), Missile Systems Engineer (Level IV), Structural Dynamics Engineer (Level IV), Structural Analysis Engineer (Level IV), Assembly Technician (Level IV), Quality/Mission Assurance Engineer (Level IV), and Computer Technical Specialist (Level IV). Most engineering positions require a Bachelor's degree in engineering or related fields with 5 to 20 years of experience depending on level.
