About this file

This is a Personnel Qualifications document for the Space and Spacecraft Systems Design II (SPADE II) contract, establishing labor category requirements and qualification standards that contractor personnel must meet. The document specifies 33 distinct labor categories across engineering, technical, administrative, and support functions, with detailed position requirements including security clearance levels, educational credentials, years of experience, and specific job responsibilities. Key personnel positions designated as "YES" requiring Top Secret security clearances include Project Manager Level IV, Systems Engineer Level IV, Aerospace Engineer Level IV, Missile Systems Engineer Level IV, Structural Dynamics Engineer Level IV, Structural Analysis Engineer Level IV, Assembly Technician Level IV, Mechanical Technician Level IV, and Computer Technical Specialist Level IV. Most engineering positions require a minimum Bachelor's Degree in engineering or related technical fields, with experience targets ranging from 5 to 20 years depending on level, while technical and administrative positions require Associate's or High School diplomas with corresponding experience requirements.

Position descriptions are detailed and comprehensive, outlining specific technical competencies such as spacecraft design and development, structural analysis using MATLAB, ANSYS, and NASTRAN, thermal design and testing, propulsion systems expertise, quality assurance processes, and contamination control compliance with NASA and military standards. The qualifications matrix allows contractors to propose alternative labor category terminology provided they clearly map proposed categories to NRL's established standards. All resumes must align with the specified labor category headings and demonstrate candidate experience against the defined standards. Detailed security requirements are referenced in issued DD 254 forms and Statement of Work Section 4.1. This personnel qualification framework establishes the baseline for contractor staffing proposals in response to the NRL's Space and Spacecraft Systems Design requirement.
