About this opportunity

The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) seeking vendor capability information for the potential acquisition of boron carbide to be added to the National Defense Stockpile. This pre-solicitation notice is for planning purposes only and does not represent a binding commitment or obligation to procure. Interested vendors must submit a capability statement not exceeding 20 pages that addresses seven specific categories: general company data including socioeconomic status and relevant contract experience; material specifications and grades provided; supply chain details covering production capacity and pricing methodology; delivery information including lead times and packaging requirements; storage requirements and long-term shelf life performance; market trends and potential material substitutions; and compliance requirements such as SAM registration and FAR clause 52.216-2 compliance. Vendors should note that all submissions become government property, no feedback will be provided on responses, and the government will not reimburse any costs associated with responding to this RFI. The deadline for submission is April 10, 2026, at 5:00 PM EST, with responses to be sent via email to Alicia Barrowman and Felicia London at their respective DLA email addresses.

This opportunity carries no set-aside designation and no incumbent contractor information has been identified in the pre-solicitation notice. The procurement seeks 750,000 pounds of boron carbide, with potential delivery to multiple National Defense Stockpile locations including Hammond Depot (Indiana), Hawthorne Depot (Nevada), Scotia Depot (New York), and Columbus Depot (Ohio). Vendors are expected to provide information on their annual production capacity, typical lead times for delivery, long-term storage capabilities exceeding 25 years, and their ability to meet aerospace and defense-grade specifications. No specific award value or budget range has been disclosed at this pre-solicitation stage, as the government is gathering information to determine how and whether to proceed with a formal acquisition. Interested vendors should ensure they have a valid CAGE code, UEI number, and SAM registration prior to submitting their capability statements.
