About this opportunity

The U.S. Army Corps of Engineers (USACE), New Orleans District, posted a Special Notice announcing an Industry Day event for a Design-Build Indefinite-Delivery, Indefinite-Quantity Multiple Award Task Order Contract (IDIQ MATOC). The event was held on December 10, 2025, at USACE's New Orleans District facility. This Special Notice serves as an informational gathering to brief potential contractors on upcoming construction and design opportunities related to coastal storm risk management in Louisiana. The USACE invited industry participation to share project details, engineering requirements, and the design-build process necessary for contract execution. The event attracted approximately 80 attendees from various construction firms, engineering companies, and consulting organizations throughout the region.

The IDIQ MATOC program carries a total shared capacity not to exceed $99 million and is designed to support the Southwest Coastal Louisiana Nonstructural Coastal Storm Risk Management Project (SWCLA) and similar projects in the state. The primary objective is to design and implement localized non-structural flood mitigation solutions, including residential structure elevations and commercial dry floodproofing for approximately 3,462 residential structures, 342 non-residential structures, and 157 warehouses across Cameron, Calcasieu, and Vermilion Parishes. Interested contractors were required to register by 10:00 AM CST on December 3, 2025, prior to the December 10 Industry Day event. The solicitation requires contractors to monitor SAM.gov for the formal request for proposal and demonstrate capability to meet comprehensive technical, engineering, safety, and code compliance standards. Participation in this program is open to qualified contractors with relevant design-build experience in flood mitigation and construction management.
