About this opportunity
The U.S. Army Corps of Engineers, New Orleans District is conducting market research for a construction services project in Orleans Parish, Louisiana, known as the Southeast Louisiana (SELA) Peoples Avenue Subbasin Plan - Orleans Parish Urban Flood Control Project SELA 26.1a Florida Ave. Phase IV. The project involves construction of large bore utilities, concrete and steel pipe piles, sheet pile installation, temporary retaining structures, clearing and grubbing, excavation, utility relocations, sewer and water lines, and electrical feeders. As part of the market research, the Corps is seeking insights into potential contractors' capabilities and willingness to work under a potential Project Labor Agreement (PLA). Specifically, the agency wants to understand how a PLA might impact a company's bidding interest and potential bid pricing. Interested firms must submit their responses via email to Nakiea Butler by 12:00 P.M. CST on Friday, June 20, 2025, with the tracking number W912P8-25-SS-0011 included in the subject line.
The pre-solicitation notice indicates no specific set-aside for this contract, and it falls under the NAICS category 237990 for Other Heavy and Civil Engineering Construction. While no specific award value is mentioned, the potential implementation of a PLA suggests the project could be valued at $35 million or more, which is the threshold for mandatory PLA consideration under a recent Executive Order. The contract will require detailed responses from potential bidders about how a PLA might affect their bidding strategy, including whether they would still submit a bid and how the PLA might impact their pricing. The project is part of a flood control initiative in Orleans Parish and will involve substantial civil engineering and infrastructure work. Contractors will need to demonstrate significant technical capabilities in utility construction, excavation, and related civil engineering services to be considered for this opportunity.

On February 4, 2022, the President signed an Executive Order on the use of Project Labor Agreements for Federal Construction Projects (the “Order”), which requires the federal government to require a project labor agreement (“PLA”) before awarding any “large-scale construction contract,” defined as a contract for which the estimated cost is $35 million or more. PLAs are being evaluated in accordance with FAR 22.504(d); therefore, SELA 26.1a could be subject to the use of PLAs.
It is requested as part of Market Research under this Sources Sought to provide responses to the following:
- Would the inclusions of PLAs in the SELA 26.1a project affect your company bidding on the project? (Would you still provide a bid if PLAs are included)?

The responses to this SOURCES SOUGHT notice must be emailed to Nakiea Butler, Nakiea.B.Butler@usace.army.mil no later than 12:00 P.M. CST, on Friday, June 20, 2025. Please include W912P8-25-SS-0011 in the subject line in your response.
