About this opportunity
The USDA Forest Service is seeking contractors to stabilize the foundation of a historic ranger station dwelling located at South Fork quarters in American Fork Canyon within the Uinta-Wasatch-Cache National Forest. The project involves installing helical piers to prevent further foundation settlement and filling vertical cracks in basement walls, with specific instructions not to lift the foundation to its original position. Contractors must demonstrate experience with helical pier installation, utility locating, and working around occupied buildings, as Forest Service employees live in the structure year-round. The solicitation will be evaluated using a best value approach considering price, past performance, and experience, with technical proposals required to include past performance information and contractor qualifications. Quotes are due by 5:00 PM local time on August 11, 2025, with work scheduled to begin August 25, 2025.
This opportunity is set aside for small businesses under the Total Small Business designation, with an estimated contract value between $25,000 and $100,000. The performance period spans from August 25, 2025, to October 25, 2025, allowing contractors 15 calendar days for mobilization followed by 60 calendar days to complete the foundation stabilization work. Work must be conducted between 8:00 AM and 4:00 PM, Monday through Friday, to accommodate the building's residential occupants. The project location is in American Fork Canyon, Utah County, Utah, within the Pleasant Grove Ranger District. No incumbent contractors are identified in the solicitation materials, and the project represents specialized foundation repair work on a 1930s-era building experiencing settlement due to saturated non-engineered fill soils beneath the structure.
Notice text
The South Fork quarters in American Fork Canyon is a historic building that is showing signs of rapid settlement and
cracking (See pictures in structural engineering report). The purpose of this contract is to stabilize the foundation of the
building using helical piers, as well as fill in the vertical cracks that are in the basement walls of the building. The intent of
the helical piers is not to lift the foundation to match the state before the settlement, but they are to stabilize the building
to prevent more settlement.
