About this opportunity

The Federal Highway Administration's Eastern Federal Lands Highway Division is procuring highway, street, and bridge construction services through a Multiple Award Task Order Contract (MATOC) under solicitation number 693C73-26-R-000007. The scope of work includes pavement preservation, bridge repairs, and related construction services such as asphalt overlay, concrete pavement work, embankment repairs, culvert replacements, and bridge joint and deck repairs within the South-Atlantic Region, which encompasses North Carolina, South Carolina, Georgia, and Florida. Evaluation will be based on the offeror's recent and relevant prime contractor experience, past performance, technical approach, and pricing, with the government emphasizing that all twelve experience elements are considered equally important and that contractors will not be disadvantaged for submitting fewer than eight project examples. The proposal submission deadline is December 23, 2025, at 2:00 p.m. EST, with interested parties able to submit written questions to eflhd.contracts@dot.gov, though questions submitted within 10 days of the deadline may not receive timely responses.

This solicitation is designated as a Total Small Business set-aside, with up to four MATOC contracts to be awarded from qualified small business concerns. The shared ceiling value across all awarded IDIQ contract holders is $60,000,000, with individual task orders expected to range from $50,000 to $3,000,000. The seed project for which offerors must submit pricing proposals is located in Bibb County, Georgia, and Macon, Lowndes, DeKalb, and Jackson Counties, Alabama, and consists of pavement preservation work across six small parks and the rehabilitation of Dry Creek Bridge, with a maximum performance period of 200 calendar days if all nine bid schedules are awarded simultaneously. Work will be performed throughout the United States, with particular focus on the designated South-Atlantic Region counties.
