About this file

This document is a federal contract amendment for the South-Atlantic Region Construction Multiple Award Task Order Contract (MATOC) issued by the Federal Highway Administration's Eastern Federal Lands Highway Division. The amendment, numbered 0001 for solicitation 693C73-26-R-000007, provides responses to six clarifying questions from potential offerors regarding the evaluation of Prime Contractor Recent and Relevant Experience (Factor 1). Key clarifications include: contractors will not be rated less favorably for submitting fewer than eight projects, subcontractors' experience can be used if the offeror was the prime contractor, not all twelve evaluation elements must be addressed to achieve a confidence rating, and elements can be addressed collectively across the maximum of eight projects.

The proposal due date remains unchanged at Wednesday, December 17, 2025, at 2:00 p.m. EST. Interested offerors can submit written questions to eflhd.contracts@dot.gov, with the understanding that questions submitted within 10 days of the proposal due date may not be answered in time to incorporate responses. The government emphasized that all twelve experience elements are considered equally important, and example projects should be similar in scope and size to the anticipated contract awards, as detailed in Section C of the original solicitation.

Request for Proposal No: 693C73-26-R-000007

The purpose of this amendment is to provide a summary of responses to questions/clarifications asked by interested offerors.

The proposal due date of Wednesday, December 17, 2025, at 2:00 p.m. EST remains unchanged.

Questions / Clarifications:

Interested offerors can send written questions or requests for clarification to:

eflhd.contracts@dot.gov. Questions can be submitted at any time, but questions submitted within

10 days of the proposal due date may not be answered in time for the offeror to properly incorporate the responses into their proposal.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The

Government’s direct response to the sender may also have been updated below for better clarity.

1. Factor 1: Prime Contractor Recent and Relevant Experience – Will contractors be rated less favorably if fewer than the maximum eight (8) projects are submitted, provided all submitted projects meet as many of the elements as possible?

Response: No.

2. Factor 1: Prime Contractor Recent and Relevant Experience – Can the experience of subcontractors be used to satisfy the requirements of Factor 1?

Response: Yes, as long as the offeror was the prime contractor overseeing both the contract and the subcontractor whose work for the contract is being used to address the relevant element listed under Factor 1.

3. Factor 1: Prime Contractor Recent and Relevant Experience – Are all twelve (12) elements required to be addressed in order to achieve a rating of Some Confidence or

High Confidence?

Response: No.

4. Factor 1: Prime Contractor Recent and Relevant Experience – Must each individual project reflect as many of the twelve (12) elements as possible, or can the elements be addressed collectively across the maximum of eight (8) projects?

Response: The elements can be addresses collectively across the maximum of eight

(8) projects.

mailto:eflhd.contracts@dot.gov

5. Factor 1: Prime Contractor Recent and Relevant Experience – Does the Government consider certain elements more critical than others (e.g., vehicular bridge construction versus coordination with adjacent projects), and if so, can the Government provide a weighting or prioritization?

Response: All elements are relevant to anticipated awards under this contract and are considered equally important.

6. Factor 1: Prime Contractor Recent and Relevant Experience – Will projects that include vertical construction components be considered non-relevant, less relevant, or equally relevant under Factor 1?

Response: Example projects should be similar in scope and size to the anticipated awards under this contract. See Section C - Description/Specifications/Statement of

Work for information on scope and size of anticipated awards.
