About this opportunity
The Department of the Air Force Space Command, specifically the 30th CONS/PKG Contracting Squadron at Vandenberg Space Force Base (VSFB) in California, is seeking qualified contractors to provide integrated solid waste collection and disposal/recycling services across the base. The contractor must supply all necessary personnel, equipment, tools, materials, vehicles, and supervision to perform comprehensive waste management operations in compliance with federal, state, and local regulations, including OSHA and EPA requirements, as well as California's organic waste recycling mandates. Key service requirements include daily food waste collection (6:00 a.m. to 4:30 p.m., Monday-Friday), weekly commercial trash and recycling collection at approximately 80 percent of main cantonment locations and 20 percent of rural areas, establishment of optimized collection routes within five calendar days of contract start, and proper disposal and recycling of all collected materials at state-permitted facilities. Contractors must submit responses to this Request for Information (RFI) by March 27, 2026 at 3:00 PM PST to Marc L. Bellucci at marc.bellucci.1@spaceforce.mil, with three-part submissions including a capability statement (up to five pages), detailed technical responses, and responses to specific technical questions addressing route optimization, teaming approaches, capacity management, and technology systems. Performance thresholds include maintaining no more than three customer complaints monthly, zero Notice of Violations from regulatory agencies, and zero omitted reports, with all submissions becoming government property regardless of award decisions.
This pre-solicitation notice carries no set-aside designation and currently identifies no incumbent contractors or estimated award values. The contract will cover integrated waste management operations across VSFB's approximately 3,000-acre main cantonment area plus rural collection sites, with collection points requiring travel of up to 18 miles from the Lompoc Gate entrance and 17.5 miles for off-base locations via Miguelito Canyon Road. Contractors must manage government-owned containers, perform repairs and maintenance at no additional cost except landfill tipping fees, and submit monthly invoices by the 15th workday via Wide Area Work Flow. The RFI is for market research and planning purposes only and does not constitute a binding commitment to award; however, responding is not required to participate in any future solicitation. Interested parties of all sizes are encouraged to respond, and the procurement falls under NAICS code 562111 (Solid Waste Collection) with PSC category S205 (Housekeeping—Trash/Garbage Collection).
