This is a Request for Information (RFI) issued by the 30th CONS/PKB-Contracting Squadron at Vandenberg SFB CA. 93437. This notice is for market research and planning purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
The purpose of this RFI is to identify qualified and interested businesses, regardless of size, capable of providing non-hazardous solid waste and recyclable materials collection and disposal services for Vandenberg SFB CA. Additionally, the Government seeks industry feedback on the attached Draft Performance Work Statement (PWS) and responses to the attached Technical Questionnaire to refine the requirement and develop a sound acquisition strategy.
1.0 Background & Requirement Overview
The Government requires a contractor to provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform non-hazardous solid waste and recyclable materials collection, transportation, and disposal for various locations across Vandenberg SFB CA. The services will include the management of various types of refuse containers and dumpsters, scheduled and unscheduled collection services, and compliance with all applicable federal, state, and local environmental regulations.
A Draft Performance Work Statement (PWS) is attached to this notice for industry review and comment.
2.0 Instructions to Respondents
Interested parties are invited to submit a response to this RFI. Your response should include the following three (3) parts:
Part 1: Capability Statement Please provide a capability statement [not to exceed e.g., 5) pages (same font/line spacing as this RFI)] that demonstrates your company’s ability to perform the services described in this RFI and the Draft PWS. The capability statement must include, at a minimum:
· Company Name, Address, and Point of Contact (including phone number and email address).
· Company DUNS/UEI Number and CAGE Code.
· Business Size and any applicable socioeconomic classifications (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman-Owned Small Business (WOSB), etc.) under NAICS code 562111.
· A brief description of relevant experience performing services of similar scope, size, and complexity for government or commercial clients within the last [e.g., 3-5] years. Please include contract numbers, project values, and a customer point of contact for a minimum of two (2) relevant projects.
Part 2: Technical Questions for Industry Insight: Solid Waste Services The Government is seeking industry expertise to refine its requirement for solid waste and recycling services. Please provide detailed responses to the following questions. Your insights will help us develop a comprehensive Performance Work Statement (PWS) that aligns with industry best practices.
Section A: Service Operations & Logistics
1. Route Planning & Optimization: Describe your company's methodology for designing and optimizing collection routes on a facility similar in size and scope to a military installation. What data or technology do you use to ensure efficiency and minimize disruption to base operations?
2. Teaming and Subcontracting Approach: Please describe your company's intended approach to teaming and subcontracting for a requirement of this scope and complexity.
In your response, please address the following:
· Do you anticipate performing 100% of the work as the prime contractor, or do you intend to subcontract a portion of the services?
· If subcontracting, what specific tasks or percentage of the work do you envision being performed by subcontractors?
· What is your process for identifying and qualifying subcontractors to ensure they meet the quality and security standards required for performance on a military installation?
· If your company is a large business, how would you maximize subcontracting opportunities for small businesses (including subcategories like SDVOSB, WOSB, HUBZone, etc.)?
3. Surge & Special Events: Military installations often have short-notice surge requirements (e.g., large-scale exercises, special events like airshows, or construction projects). What is your standard approach for managing a sudden, significant increase in waste generation? Describe your process for deploying additional containers and executing off-schedule collections.
4. Container Management: What are the industry best practices for managing a large inventory of various container types (e.g., front-load dumpsters, roll-offs, compactors)? What is a reasonable timeframe for a contractor to respond to requests for container repair, replacement, or delivery of a new container?
5. Fleet Safety & Maintenance: Ensuring public safety and service reliability is paramount. Please describe your company’s comprehensive approach to fleet management. Specifically, detail your driver safety program (e.g., initial/recurrent training, safety monitoring, and accident prevention protocols) and your preventative maintenance program for all commercial collection vehicles to ensure consistent and safe performance on a government installation.
Section B: Recycling Programs & Waste Diversion
1. Maximizing Diversion: The Government's goal is to maximize waste diversion from landfills. Beyond providing separate containers for recyclables, what innovative programs, educational materials, or incentives have you found to be most effective in increasing recycling rates and changing customer behavior?
2. Contamination Management: Contamination in recycling streams is a common challenge. What are your firm's most effective methods for monitoring contamination at the container level and providing feedback to facility managers to correct the issue?
3. Market Volatility for Recyclables: The market value for recyclable materials (like cardboard, plastics, and metals) can be volatile. How do you typically structure the pricing or credit model for recyclables in your contracts to account for this fluctuation in a way that is fair to both the contractor and the customer?
Section C: Technology & Reporting
1. Data & Reporting: What technologies (e.g., onboard scales, GPS, software platforms) does your company utilize to track and report waste/recycling tonnage, service verification, and other key performance indicators? Please describe the level of detail and customization available in your reporting to the customer.
2. Customer Service & Communication: Describe your process for handling customer service requests, from a missed pickup complaint to a request for an unscheduled service. What communication tools or platforms do you use to provide responsive service and keep the government COR (Contracting Officer's Representative) informed?
Section D: General Feasibility
1. Overall PWS Feedback: After reviewing the Draft PWS, are there any requirements that you consider to be operationally challenging, cost-prohibitive, or inconsistent with standard commercial practices? Please provide specific examples and suggest more feasible alternatives.
3.0 Submission Information
Please submit your complete response (including all three parts) via email to marc.bellucci.1@spaceforce.mil no later than 27 March 2025 (15:00 PST)]. The subject line of the email should read: "Response to RFI: Solid Waste Services - [Your Company Name]".
Proprietary information, if any, should be clearly marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
Questions regarding this RFI should be submitted in writing via email to the point of contact listed above.
