About this opportunity

The Naval Sea Systems Command (NAVSEA), Undersea & Unmanned Systems Division, is conducting market research to identify qualified Alteration Installation Teams (AITs) to perform Large Vertical Array (LVA) back-fit installations on in-service U.S. Navy Virginia and Ohio-class submarines. The scope of work includes complex structural hull modifications, SUBSAFE and Level I material work, installation of Special Hull Treatment polymers, electrical and fiber optic cabling, hazardous materials handling, post-installation testing, and comprehensive project management with integrated master scheduling. Key qualifications require respondents to be prime contractors with demonstrated submarine AIT installation experience within the past seven years, possess or obtain SECRET facility clearance, maintain SUBSAFE certification capability, and demonstrate experience with Lead Maintenance Activities integration. This is a market research initiative only and does not constitute a commitment to issue a solicitation or award a contract. Interested parties must submit white paper capability statements not exceeding fifteen pages by 4:00 PM EST on April 23, 2026, via DOD SAFE, with an Industry Day scheduled for April 7, 2026 (hybrid format in Washington, D.C. and via Microsoft Teams) requiring registration by April 2, 2026.

No set-aside designations have been designated for this opportunity, and no incumbent contractors or award values are identified in this pre-solicitation notice. The work will be performed at five locations: Portsmouth Naval Shipyard, Pearl Harbor Naval Shipyard, Puget Sound Naval Shipyard, Trident Refit Facility Bangor, and Trident Refit Facility Kings Bay, during scheduled submarine availability periods. Respondents must address company information (including CAGE code and DUNS number), business size classification under NAICS code 336611 (Ship Building and Repairing), relevant capability and experience with emphasis on SUBSAFE and SHT/MIP polymer installation, workforce staffing and retention plans at identified shipyard locations, supply chain management processes, and two to three past performance examples from the last seven years. The Government will furnish the LVA array, fixtures, processors, drawings, and technical specifications as Controlled Unclassified Information (CUI), and all submitted documentation becomes Government property without reimbursement. Any formal solicitation resulting from this market research will be announced separately through the Procurement Integrated Enterprise Environment (PIEE).
