About this file

This is a Sources Sought Notice issued by the Naval Sea Systems Command (NAVSEA), Undersea & Unmanned Systems Division, on behalf of the Submarine Acoustic Systems Program Office (PMS 401) to conduct market research for Large Vertical Array (LVA) back-fit installation services on in-service U.S. Navy submarines. The Government seeks qualified Alteration Installation Teams (AITs) to perform hull-mounted acoustic array installations during scheduled submarine availabilities at four public naval shipyards: Portsmouth Naval Shipyard (PNSY), Pearl Harbor Naval Shipyard (PHNSY), Trident Refit Facility (TRF) Bangor, and Trident Refit Facility (TRF) Kings Bay. The scope of work includes comprehensive project management with integrated master scheduling, complex structural hull modifications (cutting, welding, fitting), handling and installation of heavy LVA components, SUBSAFE and Level I material work with quality control documentation, electrical and fiber optic cabling installation, hazardous materials handling and disposal, post-installation testing and verification, and coordination with Lead Maintenance Activities and shipyard personnel. The work does not involve nuclear power requirements, and the Government will furnish the array, fixtures, components, drawings, and technical data as GFM/GFI.

Responses are due electronically via DOD SAFE by 4:00 PM EST on 16 April 2026 to Stuart Burman, Contracting Officer. The white paper capability statement must not exceed fifteen pages and should address company information (CAGE code, DUNS number, facility clearance level, FSO details, classified mailing address), business size under NAICS code 336611 (Ship Building and Repairing), relevant experience as prime contractor for submarine AIT installations in the past seven years with emphasis on SUBSAFE and Level I work, LMA integration experience, SUBSAFE certification approach or current certification status, workforce staffing and retention plans at identified shipyard locations, supply chain management processes, and two to three relevant past performance examples from the last seven years. An Industry Day is scheduled for 7 April 2026 (hybrid format in Washington, D.C. and via Microsoft Teams) with registration required by 2 April 2026. This notice requires respondents to obtain SECRET facility clearance and maintain Controlled Unclassified Information (CUI) safeguarding capabilities per DFARS 252.204-7012 and NIST SP 800-171. The Government explicitly states this is market research only; no contract will be awarded based on this notice, and responses are voluntary and non-reimbursable.

The work will primarily be performed during scheduled submarine availability periods at public naval shipyards. The scope of work does not contain any nuclear power requirements.

The Government will provide the array, fixtures, and associated components (to include some processors and transport carts) as Government Furnished Material (GFM), along with Government Furnished Information (GFI) such as SHIPALT/TRID drawings and technical data.

The scope of work can include, but is not limited to, the following AIT responsibilities:

· Providing comprehensive project management for the installation, which includes developing, managing, and delivering a resource-loaded Integrated Master Schedule (IMS) and integrated cost and schedule performance reports.

· Performing complex structural modifications to the submarine hull, including cutting, welding, and fitting, in accordance with drawings and specifications.

· Handling, rigging, and installing the large, heavy LVA components.

· Performing SUBSAFE and Level I material work, including maintaining auditable quality control records and certifications.

· Running and connecting complex cabling (electrical and fiber optic) from the array to internal submarine systems.

· Proper handling, storage, and disposal of hazardous materials (HAZMAT), including polymers and chemicals associated with the installation.

· Conducting post-installation testing, including system grooming, operational verification tests, and supporting Government-led certification events.

· Developing detailed work packages, test procedures, and reports.

· Interfacing directly with the designated Lead Maintenance Activity (LMA) to coordinate schedules, de-conflict resources, and provide regular status briefings on installation progress.

· Coordinating all on-site work with Ship's Force and shipyard personnel to ensure de-confliction and adherence to all safety and security protocols.

Work will be required at the following locations: Portsmouth Naval Shipyard (PNSY), Pearl Harbor Naval Shipyard (PHNSY), Trident Refit Facility (TRF) Bangor, and Trident Refit Facility (TRF) Kings Bay.
